Its popularity may be down to the fact that people have taken ownership of it, often at an early age. I suspect that it is probably the ONLY sung Gloria that many English RC's have actually heard. Surely it is streets ahead of these awful quasi-plainsong settings on right-wing 'Catholic' web sites....

While the Agnus Dei was said after and not before the commingling in the Sarum Use, the ICET texts* were certainly proscribed.

This very issue was mentioned in passing at the recent composers' group meeting in Ware. The opinion was mooted that the concession has not (yet!)been rescinded. Whether the vetting panel approving new compositions for publication will take this view is another matter.

Me too, but it also beeped them when I posted the stop list here here last week.

In the place where I fulfil my obligation the psalm is sung (when it is not omitted) by the whole choir. The result is an incomprehensible mush as it is rarely all synchronous.
